NDIS Budget Categories Explained
Your NDIS plan splits funding into three categories: Core Supports, Capacity Building, and Capital Supports. Understanding how each one works helps you spend your funding wisely and get the most from your plan.
Core Supports
Day-to-day supports that help you live independently and participate in your community.
Examples
- Assistance with daily living (personal care, meal prep)
- Transport to appointments and activities
- Consumables (continence products, assistive tech accessories)
- Social and community participation
Flexibility: Core Supports are generally flexible — you can usually move funds between the four Core sub-categories to match your changing needs.
Capacity Building
Supports that help you build skills and independence over time, so you need less support in the future.
Examples
- Support Coordination (help navigating your plan)
- Improved daily living (therapy: OT, physio, speech, psychology)
- Plan Management (financial administration)
- Employment support and social skills training
- Finding and keeping a home
Flexibility: Capacity Building funds are not flexible across sub-categories. Each line item is ring-fenced, so you can only spend Plan Management funds on Plan Management, therapy funds on therapy, and so on.
Capital Supports
One-off, larger investments like assistive technology, home modifications, or specialist disability accommodation.
Examples
- Assistive technology (powered wheelchairs, communication devices)
- Home modifications (ramps, grab rails, bathroom modifications)
- Vehicle modifications
- Specialist Disability Accommodation (SDA)
Flexibility: Capital funds are strictly ring-fenced. Each item is approved individually and cannot be redirected to other supports.

Frequently asked questions about NDIS budget categories
Answers sourced from the NDIS Pricing Arrangements & Price Limits and the NDIA Operational Guidelines.
What are the three NDIS budget categories?
Your NDIS plan splits your funding into three categories: (1) Core Supports — day-to-day help like personal care, transport, and consumables; (2) Capacity Building — supports that build your skills and independence, such as therapy, Support Coordination, and Plan Management; (3) Capital Supports — one-off investments like assistive technology and home modifications. Each category has different flexibility rules.
Can I move money between NDIS budget categories?
Generally, no. You cannot move funds between Core, Capacity Building, and Capital categories. Within Core Supports, you can usually move funds between sub-categories (e.g., from transport to daily living). Capacity Building and Capital sub-categories are ring-fenced — each line item must be spent on its intended purpose.
Where does Plan Management fit in the NDIS budget?
Plan Management sits in the Capacity Building category under "Improved Life Choices." It is funded as a separate line item and does not reduce your other Capacity Building or Core budgets. The NDIA pays your Plan Manager directly from this line item.
What happens to unused NDIS funds at the end of my plan?
Unused funds do not carry over to your next plan. The NDIA uses your spending patterns as one factor when setting your next plan budget. A Plan Manager can help you track your spending in real time to make sure you use your funding effectively before your plan period ends.
How do I know which category a support falls under?
The NDIS Pricing Arrangements and Price Limits document lists every support item and its category. Your Plan Manager or Support Coordinator can help you match specific supports to the right budget line. MyCareFinders also offers free lessons in the Learning Hub that explain how budgets work in practical terms.
Can a Plan Manager help me track my budget categories?
Yes. A good Plan Manager gives you real-time visibility into every budget category through a portal or app. You can see how much you have spent, how much remains, and which invoices have been processed. MyMoney by Local Knowledge Pty Ltd offers this as standard to all participants.
